Why this number is smaller than it used to be

The long-range objective reflects a deliberately conservative fuel-consumption assumption — roughly 35–50 L per 100 km — adopted after an earlier, more optimistic estimate of 25 L per 100 km was walked back. That kind of correction is exactly what "preliminary" means on this page: numbers move as the engineering gets more rigorous, and we say so when they do.
